5. EU FUNDING


In this section area, you will learn basic information on relevant EU funding programmes in the field of cybersecurity (Digital Europe, Horizon Europe), get an overview of current work programmes and open calls and information on the procedure for preparing and submitting a project application.

Horizon Europe

Horizon Europe is the EU's Framework Programme for Research and Innovation for the period 2021-2027, building on the previous successful Horizon 2020 programme. The programme is divided into three pillars, with Pillar 2 and specifically Clusters 3 and 4 being the most relevant for cyber security, see below:

  • Pillar 1, Excellent Science, focuses on excellent science and addresses European Research Council (ERC) projects, Marie Skłodowska-Curie Actions and research infrastructures
  • Pillar 2 Global challenges and European Industrial Competitiveness is divided into clusters and areas
    • Cluster 1 - Health(Lifelong health; Environmental and social determinants of health; Non-communicable diseases and rare diseases; Infectious diseases; New tools, technologies and digital solutions for health; Health care systems)
    • Cluster 2 - Culture, kCreativity and Inclusive Society (Democracy and Governance; Cultural Heritage; Socioeconomic Transformation)
    • Cluster 3 - Civil Security for Society (Disaster Resilient Societies; Safety and Security; Cyber Security)
    • Cluster 4 - Digitalisation, Industry and Space (Manufacturing Technologies; Key Digital Technologies; Advanced Materials; Emerging Breakthrough Technologies; Artificial Intelligence and Robotics; Next Generation Internet; Advanced Computing and Big Data; Circular Industry; Low Carbon and Green Industry; Space, including Earth Observation)
    • Cluster 5 - Climate, Energy and Transport (Climate Science and Solutions; Energy Supply; Energy Systems and Networks; Buildings and Industrial Facilities in Energy Transition; Municipalities and Cities; Industrial Competitiveness in Transport; Clean, Safe and Accessible Transport and Mobility; Smart Mobility; Energy Storage)
    • Cluster 6 - Food, Bioeconomy, Natural Resources, Agriculture and Environment (Environmental Observation; Biodiversity and Natural Resources; Agriculture, Forestry and Rural Areas; Seas, Oceans and Inland Waters; Food Systems; Biotechnology-based Innovation Systems in the EU Bioeconomy; Circulation Systems)
  • Pillar 3 Innovative Europe includes the European Innovation Council (EIC), the European Institute of Innovation and Technology (EIT) and the theme of European Innovation Ecosystems

Digital Europe

The Digital Europe Programme aims to support the EU's digital transformation by investing in cutting-edge technologies. The Digital Europe Programme is divided into several separate work programmes (e.g. a general programme and a programme on cyber security) and has five specific objectives:

  • Specific objective 1: High performance computing
  • Specific objective 2: Artificial Intelligence
  • Specific objective 3: Cybersecurity and trust
  • Specific objective 4: Advanced digital skills
  • Specific objective 5: Deployment, best use of digital capacity and interoperability

Current Work Programmes

The European Commission regularly launches calls for project proposals. The current calls are based on the current work programmes for years 2023-2024 (Digital Europe, Horizon Europe). These work programmes indicatively set out the call topics, their financial allocation and timetable.

Current Open Calls

EU Funding & tender opportunities portal is used to search for calls (closed, current and upcoming). The search tab allows you to search by keywords or filter calls by programming period, programme, specific calls, etc. Clicking on a specific call will display the basic call details, topic description, rules and key documents; it is also possible to search for project partners (Partner search announcements).

Preparation and Submission of the Project Application

The process of submitting a project application is done electronically in the F&T Portal and is preceded by the creation of an account and registration of the organisation. The process of preparing and submitting a project application is described and explained in detail in the Online Manual on the European Commission website. The videos of Technology Centre Prague, which focus on key aspects related to involvement in European projects, are also very helpful. 
The first step before starting the preparation of the project application is to thoroughly study the rules of the specific call in the so-called call document. Then you need to download all the important documents (primarily the application form, i.e. Application form part B, which must be filled in on the computer). All documents required for the application are listed on the F&T Portal.
