4. COMMUNITY

The National Cyber and Information Security Agency (NÚKIB) coordinates the national expert community in the field of research, development, and innovation in cybersecurity through the activities of the Cyber Research and Innovations in Security (CYRIS) group. Within this thematic area, you can find detailed information about the group's activities, opportunities for involvement, and its connection to the European Cybersecurity Competence Community (ECCC) and the NCC network.

Cyber Research and Innovations in Security (CYRIS) Group

NÚKIB coordinates and organizes regular meetings of the CYRIS group, which was established in 2021 under its original name, the Platform for Research and Development in Cyber and Information Security. In 2024, the Platform was renamed to CYRIS to better reflect its expanded scope and mission. The group aims to facilitate meetings of representatives from the public, private, and academic sectors to discuss their research needs and opportunities, share current information, and establish connections to strengthen collaboration. More information about the group's activities is available on the CYRIS website.

European Cybersecurity Competence Community

Regulation (EU) 2021/887 of the European Parliament and of the Council of 20 May 2021 establishing a European Industrial, Technological and Research Centre of Competence for Cyber Security and a network of National Coordination Centres also establishes the so-called Cybersecurity Competence Community (the “Community”). The Community is a large, open, interdisciplinary and diverse group of European stakeholders involved in cybersecurity technologies. As such, it includes:

  • industry, including small and medium-sized enterprises (SMEs)
  • academic and research organisations
  • relevant civil society associations
  • relevant European standardisation organisations, public bodies and other bodies dealing with operational and technical issues in the field of cyber security
  • stakeholders from sectors that have an interest in and face challenges in cyber security
  • national coordination centres
  • where appropriate, European Digital Innovation Hubs
  • authorities, institutions and other Union bodies with relevant expertise, such as ENISA;

The purpose of the Community is to bring together key stakeholders in terms of technological, industrial, academic and research capabilities in the field of cybersecurity and to contribute to the mission of the ECCC and the NCC Network and to seek to improve, share and disseminate cybersecurity expertise in the EU. Members of the Community in accordance with Article 9 of the EU Regulation 2021/887:

  • support the ECCC in fulfilling its mission and objectives and to this end work closely with the ECCC and the NCC;
  • participate in formal and informal activities and working groups where appropriate
  • where appropriate, support the ECCC and the NCC in promoting specific projects.

Currently, the launch of the application process for membership in the European Cybersecurity Competence Community through the NCC is contingent upon the approval of a new Cybersecurity Act, which is currently undergoing the legislative process. This act defines the entire application process, eligibility criteria, and other procedural steps. Simultaneously, steps are being taken to set up the application process to ensure it is ready for implementation as soon as the legislation is approved. Once the legal framework is finalized, the NCC and NÚKIB will provide further details on the application process and membership requirements. Updates regarding the new Cybersecurity Act, including its current wording, are published on the NÚKIB Portal.
